* Rename functions for DownloadService internal use

* Call DownloadService.start via DownloadManager

* Inline DownloadService.stop into pauseDownloads

* Inline DownloadService.stop into clearQueue

NotificationReceiver will now also stop the DownloadService when
receiving ACTION_CLEAR_DOWNLOADS.

* Provide DownloadService.isRunning via DownloadManager
